Bill regulating but not banning digital billboards advances – Argus Leader

PIERRE — Changing billboard technology is at the center of a bill that has passed a South Dakota Senate panel.

The Senate Transportation Committee voted 6-1 in favor of a bill that regulates sizes, lights, measurements and distances of outdoor advertising signs but keeps local government from banning them altogether.

Wentworth Republican Sen. Russell Olson says billboards keep small business alive, and small businesses help local economies.

Supporters also say that with the advent of music technology such as satellite radio, motorists don’t get their advertisements from local stations, making billboards important.

Cathie Calhoun of Rapid City opposes the bill because she says the digital signs flash too many messages to passers-by.

The bill goes next to the full Senate.
